Report on organizational meeting of MoAPRN

August 13, 2006

Hello Everyone, 
 
I would like to extend a very well-deserved Thank You 
to the 15 persons we had at the initial meeting in 
Jefferson City on Saturday, August 8th. 
 
We would have liked to seen more in the initial turnout, 
but with all life’s events, family, jobs and previous 
engagements, I was very happy with representation from 
different geographical parts of the State. APRNs in

I would like to express my appreciation for those of you 
able to take time out of your week to come together and 
collaborate in what will be first steps of this Group to 
see our patients and our profession advance to more access 
to care and education for not only our patients but to all 
Missouri APRN’s. 
 
 
 
The group members listed above will be the beginning of an 
Advisory Group to research and develop Bylaws, Mission, 
Structure and Officers in the new “Missouri Advanced 
Practice Registered Nurses” (Missouri APRN) Group. 
Tentative membership fee’s of 25.00 per year were 
discussed. A Mission Statement was determined and voted on 
at the meeting and reads as follows: 
 
 
 
MISSION STATEMENT FOR THE MISSOURI ADVANCED PRACTICE 
REGISTERED NURSES 
 
 
 
Promotion of patient’s access to quality cost-efficient 
healthcare, while promoting the profession 
 
through legislation and education. 
 
 
 
The group discussed short-term and long-term goals with 
focus on the upcoming elections and the next legislative 
year. (primarily Controlled Substance Prescriptive 
Authority). 
 
 
 
Keeping our focus on our patient’s access and 
cost-effectiveness with legislators (Thank you Doug Bouldin 
APRN-SIG MONA meeting-July 2006) 
 
 
 
Getting to know our regional and district legislators at 
both home and while at the Capitol, along with telephone, 
mail, and e-mail.  
 
 
 
Education regarding State Bill initiation and the 
Legislative Process for Advanced Practice Registered Nurses 
in Missouri. 
 
 
 
How to determine a process to decrease apathy and 
complacency within the profession. 
 
 
 
Provision of information of professional and legislative 
interests (state and federal) to all Missouri APRN’s. 
 
 
 
The need to work hand-in-hand with Missouri Nurses 
Association to allow all participants to function at their 
respective expertise areas with support of MONA in 
legislative efforts through APRN numbers and financial 
lobby support. 
 
 
 
Discussion of an Advanced Practice Registered Nurse Day at 
the Capitol. 
 
 
 
Determination through National Organizations safety of 
controlled substance prescriptive authority in the other 48 
states where allowed via report or paper statement to hand 
over to legislators for lobbying on behalf of the 
controlled substance prescriptive bills. 
 
 
 
This is not totally inclusive of everything, but a good 
overview. The meeting was very productive and it was 
extremely good to hear from the different representatives 
of the State. This Group has a long road ahead, but some 
great things already taking place. Some of the fine points 
need to be determined such as tax structure so as the State 
Group may be able to financially contribute to lobby 
efforts while remaining tax protected. I hope we can get 
some of our NP/JD’s to help us with some of the fine tuning 
to keep us out of legal harm’s way. 
 
 
 
The Missouri APRN group needs everyone to participate and 
I’m sure that we will all derive the benefit from 
information, legislation, education, representation and 
good-ole networking from it. Most of all our patients get 
that full scope, cost effective care that we all know we 
try to do on a day-to-day basis, but it has to be 
statute/law before we can. It’s our responsibility to see 
that what those who came before us worked so diligently to 
acquire that we do not see it fade through our complacency 
and neglect. We are today’s professional gatekeepers by our 
action and intervention on behalf of a top-respected 
profession. 
 
Standup, Be Proud of what we do today for the future of 
healthcare in Missouri. 
 
 
 
Our next meeting is scheduled for November 11, 2006 after 
the election so we can determine our course of action 
regarding specific candidates and short term interventions. 
Please set aside this date for your attendance. I will 
keep you informed of the specific agenda and confirmation 
of meeting location. We tentatively hope to have the 
meeting in Columbia at the University of Missouri.
